ESO is a big, vast game, but there are ways to make it seem a little smaller in regard to getting together to RP.
Then, there are things you can do:
Create a storyline.
Creating an RP Event
and or Figure out how to get others to RP in your character's story.
This can be something elaborate, or just simple. Be prepared for obstacles you hadn't expected, and above all, don't give up. Communicate with the person OOC that you would like to RP with. SPOILERS are not usually wanted, so take care not to give the entire idea away. All you need is a way to get things rolling. You can ask people OOCly things that may be known about their character through observation, or easily obtained. You may ask other questions about someone's character to help build a workable base.
Or, you can just jump in and see what happens without elaborate planning.
This also, involves communication.
Talk to the person you wish to RP with to find out when they will be available. Contact them in game or via the site here. Ask them where their character might be found, consider where your character usually frequents, talk, and find out a location that would be feasible for both parties.
Find out what RP Hooks each character offers, (i will get members to add that somewhere for people, since we no longer have TRP to add it to), and offer your own characters as well! RP Hooks will help you figure out what your character may notice about the other character, or what reason they may have for seeking them out, etc. Once you have a Hook, either jump in, or create a storyline based on those hooks...
In the end, it all comes down to communication.
Add account names to your friends list. Once the invitation is sent and approved, you will see who is online via a notification on the chat pane. Those online are highlighted.
Become aware what their RP Hooks are (you can find them under their character descriptions), and be sure to have a list of your own, for your own character, posted on the site.
