Greetings friends,
I'm not new to the game but the game is new to me, so to speak. I'm not at all savvy about how the social aspects of the game work, which begs the question, how do we go about finding each other in-game for RP?

Great question.
A little creative nudge is expected. Send a message or ooc whisper to another player and find somewhere both can stumble on each other. Set up a starting story if the other player can be creative enough to supply one.
It can be as simple as stumbling on a fight involving another character and some pve mobs. Start with a handshake and go from there.
Iโm guessing youโre new to rp rather than ESO? If so, itโs also common for characters to line up a reason to join an rp guild (or a loose gang in this case).
Kat, for example, responds to people who show themselves to be useful. She happens to own a large palace that was up until recently thought abandoned in Stros MโKai. Meeting her could be as simple as sneaking to try and steal something (impressing her with skill even if it should fail) or just banging on the door and saying youโre looking for work.

My own characters are unusable for RP with Kat and co. as the stories and plots involving them fell through for different reasons. They are viewed as antagonist now. Iโm working on something else but unfortunately that leaves me bereft of options to offer you with regards to the Cheshire Cats.

Actually the reverse is true, I've been roleplaying for years but I literally don't know how you tell who is online in ESO, nor who I'd be looking for in the first place for that matter. By in-game handle I believe you are referring to my @pious.heretic account tag? My character's name in-game is also Eira Frostcaller.

When people are online, if they are on your friends list, their name is highlighted. Only issue is they have to accept your friend request first! At least, I think that's how it works!

As Cillian mentioned, you add a person's ID name to your friends list. Once approved, you see when that person is online (is highlighted), or comes online (you get a notification and the name is highlighted.) Yes, the ID name is your account name.
