In WoW, the way a character's mail was handled was explained. There were mages that had a postal office that sorted and sent out all mail.
From my research, i haven't been able to find any pre-established explanations for how mail may work in the ESO world, so that means, one must be created as a baseline for RP.
People can approach the mail system anyway they want to, really, so long as whatever they use can account for a character getting mail sent to them.
Since magic tends to make the world go around, it seems the logical go to in this situation. Drawing from WoW, the Mages guild therefore would be best equipped to handle the postage.
Every character name in the game is unique. No one can have the exact same name. Spelling and appearance can make a seemingly 'same name' unique to that character alone.
It could be possible, somewhere, in some magical tome or something, every being in Tamriel is registered there. Their name, description, and perhaps, most importantly, a psijic imprint of the person. So, every piece of mail that is addressed and sent out, is magically sorted to find the recipient the sender intended the mail for.
If you like, your character could simply hunt out a delivery person, who works along the same lines, to find the recipient, no matter where they may be located.
Where the game has not given us an actual explanation for how it might work in game, all we can do as a player is work with what we have and what we know.
In the end, it's sometimes best not to overthink things and just go with it. The mail system exists in game, it's there, mail gets to people some way, somehow, no physical address is required. Just a name.
And, a side note, when sending mail, DO put the date on it somewhere. OOC date, obviously, so people know when the letter was sent. Makes life easier.
