Answer: Not really.
As the starter of a RP thread, it's up to you, where you would like to set the scene. (remember details are GREAT). Choose somewhere you feel most comfortable playing, and where your character would be most likely to be, and what business they are up to.
Those who wish to join, will have the responsibility to determine why their character may be in that particular location to be interacting with your character.
With the amount of different quests in Tamriel, it's plausible for characters to be just about anywhere, at any given moment.
Just try to have a bit of foresight for structure. Starting a RP thread means you are the GM of that thread. Have fun!
